The dataset contains 68 EU environmental policy proposals that were proposed and adopted between September 2004 and July 2014. Each proposal is coded to capture its relative stringency (policy intensity) using a five-point scale. Each piece of legislation was coded according to ambition when first proposed by the European Commission and when finally adopted by the Council. The scale is provided on the first tab of the dataset.
