Provided for preservation purposes Additional related data collected that was not included in the current data package: This dataset does not include 2 responses where the respondent did not give permission for their data to be shared. -------------------------- ## METHODOLOGICAL INFORMATION -------------------------- Description of methods used for collection/generation of data: The survey was purposefully short to maximise the number of participants, reduce the burden on those taking part, and capture a snapshot of current activities in a timely way. The survey questions were structured around audiences and collections of the national library (to identify the focus of the institution), the relationship with government and policy activities, and OA. Questions were designed using Bryman’s (2016, pp. 153–154) insight that to study concepts quantitatively they need to be measurable, and multiple indicator measures can be useful for capturing complex concepts and fine distinctions. This was applied in different ways, including asking about government instructions received on both regular services and special projects, and national libraries giving policy advice in several areas including libraries and heritage services. The survey was piloted by 4 national libraries who were contacted in summer 2019 and asked to complete the survey and provide feedback. The survey was completed but minimal feedback was given, so their answers were analysed to look for incidents of the question or answer options being misunderstood. This resulted in minor wording changes to a few questions to improve clarity. The survey was then distributed to participants, first by the British Library International Office emailing the Conference of European National Librarians (CENL) and the Conference of Directors of National Libraries (CDNL) mailing lists in September 2019. This was followed up between October 2019 and January 2020 with reminders on the CENL mailing list and targeted emails to individuals in libraries in regions with low response rates, to try to improve the representativeness of the survey. This resulted in 39 responses to the survey, with 5 duplicates, leaving 34 valid responses (including the 4 pilot responses). Methods for processing the data: Duplicate answers were removed, with those which were more complete retained. The names of national libraries and specific services they provide were removed to ensure anonymity.
